Job Description Summary

The Government Property Generalist provides accountability for functional, business, and broad company objectives pertaining to Government Property. In this role you will focus on supporting all aspects of Government Property management at subcontractors , ensuring company compliance with Government Regulations.

The successful candidate will have broad understanding of Government Property requirements and able to assist the organization with compliance of all internal and external requirements. The candidate will also be able to participate in lean events to improve the company's ability to fully comply with all requirements.
Government Property is defined as special tooling, materials, equipment, special test equipment, and engine hardware that has been purchased, leased, or furnished by the government, or acquired for the specific purpose of fulfilling government contract requirements. Government Property does not include real estate, intellectual property, or software.



Job Description

Roles and Responsibilities

  • Support and drive successful completion of Government Property system outcomes including but not limited to physical Inventories, contract closeout, relief of stewardship activities, disposal, record management, internal and external audits, and PMSA support.
  • Lead the Root Cause and Corrective Action efforts to address internal and external CARs related to Government Property management at subcontractors
  • Assist in driving process improvements across Government Property elements using lean tools
  • Take responsibility for operational execution, preparation, and presentation of programs with duties including project reviews, feasibility, cost benefit analysis, prioritization, initiation, execution, and closure for all project property work related to the program.
  • Prepare and submit property disposition and purchase cases to DCMA.
  • Perform Gemba walks to understand processes (such as physical inventory, closeout, etc.)
  • Develop and provide Government Property training for matrixed functional teams
  • Coordinate/provide all logistics support for property shipments from GE to supplier, supplier to supplier and supplier to GE. Ensure all documentation and records are updated and stored in digital repository.

Required Qualifications

  • Bachelor's degree from an accredited university or college and/or equivalent experience and combined education
  • 5 + years experience with asset or program management, contracts, quality, or supply chain, including sourcing/procurement, operations and their implementation into the business function
  • Ability and willingness to travel up to 10% of the time
  • Ability to lift up to 30 lbs. Ability to stand/walk for extended periods of time

Desired Characteristics

  • Prior Government management experience
  • Experience in the Aerospace & Defense industry and US Government contract
  • Auditing experience with DCAA and DCMA
  • Root cause and correction/preventive action training
  • US Government contracting with broad understanding of FAR, and DFARS
  • National Property Management Association (NPMA) CPPS, CPPA, or CPPM certification is valued
  • Understanding of manufacturing operations and interrelated support systems including Supply
  • Chain, Sourcing, Planning, Engineering and Quality
  • Familiarity with Lean principles or aptitude to learn
  • Demonstrated business acumen, problem-solving and ability to work across organizational boundaries
  • Demonstrated ability to achieve and maintain thoroughness, accuracy, consistency and focus when tackling tasks
  • Strong oral and written communication skills
  • Ability to independently manage multiple short- and long-term projects
  • Good planning, time management and organization skills
  • Proficiency in MS Office Suite, Oracle, and aptitude to learn/utilize other software programs
  • Strong interpersonal and leadership skills in a matrix environment

This role is restricted to U.S. persons (i.e., U.S. citizens, permanent residents, and other protected individuals under the Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to export- controlled technology. GE will require proof of status prior to employment.

The base pay range for this position is $108,800.00 - $135,500.00 Annual. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/commission based on the plan. This posting is expected to close on 11/30/23.
